We will start the regular operation of container carry-out reservation system using CONPASR at Tokyo Port!?User Manuals Posted?
The Tokyo Metropolitan Government Bureau of Port and Harbor, Tokyo Port Terminal Corporation, Japan Association of Tokyo Port Transport Companies, and the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, with the cooperation of relevant parties, have been conducting trial operations of a container loading/unloading reservation system utilizing CONPASR since FY2022.
Based on the results of these trial operations, we are pleased to announce that the regular operation of the container loading/unloading reservation system utilizing CONPASR will commence at Oi Terminals 1 & 2 from Wednesday, August 20, 2025.

Land transport operators wishing to participate in this project. *Membership in prefectural trucking associations in the Kanto region is not required.
? Details of Implementation
We plan to publish manuals and other materials explaining CONPAS operation methods and key operational rules for land transport operators in the future.
Additionally, a penalty system will be introduced for regular operations. Please ensure you review the operational rules, penalty system, etc., in advance.
Especially for companies that have continuously used CONPAS since the 7th phase, please confirm that the vehicle information and PS card information registered in CONPAS are up to date.
