The Tokyo Port Bureau, Tokyo Port Terminal Corporation, Tokyo Port Transport Association, and the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, with the cooperation of relevant parties,
have been conducting trial operations of the container entry/exit reservation system using CONPASR since fiscal year 2022.
Based on the results of these trial operations, we are pleased to announce that starting Wednesday, August 20, 2025,
we will begin full-scale operation of the container entry/exit reservation system using CONPASR at the Oi Terminals 1 and 2.

Land transport operators wishing to participate in this project. *Membership in truck associations of Kanto prefectures is not required.

? Details of Implementation
With the start of full-scale operation, a penalty system will be introduced. Flyers explaining the penalty system, as well as guides for land transport operators detailing CONPAS operation procedures and key operational rules, will be published in the future. Please make sure to review the operational rules in advance.
In particular, companies continuing from Phase 7 should verify that the vehicle information and PS card information registered in CONPAS are up to date.
