Important Notice: Revision of the CONPAS Terms of Use (Effective July 7, 2026)

Regarding CONPAS, as the number of users is expected to increase with the implementation of the mandatory reservation system, the Terms of Use will be revised and the Cyber Port (Port Logistics) Application Page will be updated so that certain cargo owners (*) who meet specified requirements may also use the system through appropriate procedures. This change is intended to maximize the operational benefits of CONPAS and further alleviate gate congestion.
This revision is intended to expand the range of eligible users under the mandatory reservation system and maximize its operational effectiveness in preparation for the commencement of continuous operation under the mandatory reservation policy at Honmoku BC Container Terminal (BC2 Gate) in the Port of Yokohama from Monday, July 13, 2026. The revised terms will apply not only to users in the Port of Yokohama but also to users of CONPAS in the Port of Tokyo and Hanshin Port.

Registration for CONPAS Use by Cargo Owners Meeting Certain Requirements
The CONPAS Terms of Use clearly state that entities approved by the operator (Port Bureau, Ministry of Land, Infrastructure, Transport and Tourism) are eligible to register as CONPAS users. In addition, the Cyber Port (Port Logistics) Application Page specifies the documents required when such cargo owners apply to use CONPAS.

?Revised Terms of Use and Effective Date?
The revised Terms of Use will become effective on July 7, 2026.
Existing users of Cyber Port and CONPAS are not required to complete any additional procedures as a result of this revision.
By continuing to use Cyber Port and CONPAS on or after the effective date, users will be deemed to have agreed to the revised Terms of Use and related provisions. (Pursuant to Article 24, Paragraph 4 of the Terms of Use)
