The Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism is promoting the introduction of CONPASR, a system aimed at resolving gate congestion at container terminals and shortening the waiting time for container trailers at terminals, in order to strengthen the international competitiveness of Keihin Port.
With the cooperation of relevant parties, a trial operation of CONPASR with the "reservation-in-principle" rule will be conducted on August 12 (Wednesday) and August 13 (Thursday) at Yokohama Port Honmoku Wharf BC (BC1 Gate), D1, D4 Container Terminals, and Minami-Honmoku Wharf Container Terminal. During this period, along with Honmoku Wharf BC Container Terminal (BC2 Gate), which started permanent operation on July 13 (Monday), all container terminals at Honmoku Wharf and Minami-Honmoku Wharf will operate under the CONPASR "reservation-in-principle" rule.
August 12 (Wednesday) and August 13 (Thursday), 2026
During the trial operation period, CONPASR reservations are required for cargo loading and unloading at the target terminals.
First-time users of CONPASR are requested to register for CONPASR in advance.
Additionally, companies that have been using CONPASR previously are requested to verify that their vehicle information and PS card information registered in CONPASR are up-to-date.
