The Kinki Regional Development Bureau and Hanshin International Port Corporation have been operating CONPAS since the end of fiscal year 2023 with the cooperation of relevant stakeholders.
From March 27, 2026, full-time operation of CONPAS will commence at Kobe International Container Terminal (KICT).

Prior to the start of full-time operation, an information session will be held to explain the operational rules and other details at the terminal.
We kindly invite all interested business operators to participate.

For applications for use, please proceed via the Application for Use page on this portal site.
Please note that land transportation operators are required to complete separate procedures regarding the loan of CONPAS dedicated mobile devices in order to use CONPAS at Hanshin Port. After submitting an application via the Application for Use page, you will be contacted individually by the Hanshin Port CONPAS Help Desk with further instructions.
